New ministers sworn in at Government House
In what looked to be the final government’s cabinet reshuffle, the Government House on Tuesday was filled with supporters, government officials, members of Parliament, media and members of the public as the gathered to witness the swearing-in of newly appointed State ministers.
Cabinet reshuffles are a normal part of parliamentary democracy and fall within the constitutional authority of the Prime Minister. They can provide an opportunity to bring renewed focus, fresh perspectives, and strengthened leadership to key areas of government.The swearing in ceremony, which eventually took place, saw Dr. Billy Joseph, Member for Nipa-Kutubu, appointed as the new Minister for Health, while Elias Kapavore, Member for Pomio, being appointed Minister for Defence.
Dr. Billy Joseph, a medical doctor by profession, now assumes responsibility for the country's health sector, bringing his medical expertise to the portfolio at a time when Papua New Guinea continues to focus on improving healthcare services nationwide.
Meanwhile, Elias Kapavore moves from the Health Ministry to lead the Defence portfolio, taking responsibility for matters relating to national security and the Papua New Guinea Defence.
The cabinet reshuffle reflects the Prime Minister's ongoing efforts to strengthen government performance and align ministerial responsibilities with national priorities.
The other new ministers are: Douglas Tomuriesa - Minister for Civil Aviation; John Kaupa – Minister for Environment and Conservation; Saki Soloma – Minister for Labour and Employment; Kikin – Minister for Education; Robert Naguri – Minister for Communication and Technology; Richard Maru – Minister responsible for PNG Power; Agena Gamai – Minister for Livestock; Jacob Bando – Minister for Immigration; Wake Goi - Minister for Commerce.
Prime Minister James Marape will also personally oversee the Sports portfolio.
Speaking after the appointments, Marape said the Cabinet changes are designed to strengthen the Government's performance, improve accountability, and ensure more effective delivery of essential services to the people of PNG.
The reshuffle comes as the Government enters the final phase of its term and prepares to implement key national priorities ahead of the 2027 National General Election.
